TCA Stands Firm on ‘Satyamev Jayate’, Pursuit of Justice

Hyderabad: The Telangana Cricket Association (TCA) has reiterated that it remains undeterred by the resistance it faces from established and powerful interests and will continue its efforts to bring greater accountability, transparency and structural reform to cricket administration in Telangana.

The TCA, which describes itself as standing up against entrenched interests in the State’s cricket administration, said its focus remains firmly on pursuing its stated objectives through lawful and constitutional means, notwithstanding the financial, institutional and political influence of those it is challenging. TCA General Secretary Dharam Guruva Reddy expressed satisfaction over what he termed a significant development before the Telangana High Court on Tuesday.

A Division Bench headed by Chief Justice Aparesh Kumar Singh agreed to hear Writ Appeal No. 988/2026, filed by the TCA, independently rather than clubbing it with a batch of other writ appeals challenging the order passed by Justice Nagesh Bheemapaka in W.P. No. 21904/2025. Guruva Reddy said the development was particularly significant because, during the proceedings, the Chief Justice expressed concern over several HCA-affiliated clubs having filed appeals but appearing reluctant to effectively pursue or argue their respective matters.

“TCA has chosen to fight its battle independently and on the strength of facts, law and constitutional principles. We believe in ‘Satyamev Jayate’. We are neither perturbed nor intimidated by the power or influence of those on the other side,” Guruva Reddy said.

The Bench also permitted the TCA to seek impleadment of the Crime Investigation Department (CID) and the Vigilance & Enforcement Department, according to the TCA. Challenge to Committee Powers At the heart of the TCA’s appeal is its challenge to the scope of administrative powers vested in a single-member committee under the impugned order.

The TCA contends that such extensive administrative powers need to be examined in the context of the governance framework prescribed by the Board of Control for Cricket in India (BCCI) Constitution and the constitutional principles governing cricket administration. The Association has specifically referred to the BCCI Constitution and the governance framework arising from the Supreme Court’s orders of July 18, 2016, August 9, 2018 and September 14, 2022, in Civil Appeal No. 4235/2014. According to the TCA, the framework places emphasis on transparency, accountability, eligibility and disqualification norms, democratic administration and institutional checks and balances.

The TCA has therefore questioned whether administrative functions falling within the established cricket-governance structure can appropriately be entrusted with powers extending beyond that framework. Continuing Judicial and Investigative Scrutiny

The TCA further pointed to the prolonged judicial and administrative scrutiny surrounding the Hyderabad Cricket Association (HCA) since 2017, including interventions and reports associated with the Justice A.R. Dave Committee, Ernst & Young forensic audit, Justice L. Narasimha Reddy’s Ombudsman proceedings, the Justice N.A. Kakru Committee and the Justice L. Nageswara Rao Committee. The Association also referred to ongoing criminal and vigilance proceedings, including CID FIR No. 02/2025, registered on June 9, 2025, concerning allegations including forgery, criminal breach of trust, cheating and conspiracy. The case subsequently resulted in arrests of certain HCA office-bearers and others, and the TCA said a charge sheet has been filed and the matter is pending before the competent court in CC No. 1704/2026.

The TCA also referred to Crime No. 02/2026, being investigated by a Special Investigation Team pursuant to the Telangana High Court’s April 24, 2026 directions, concerning allegations relating to the transfer of 18 GHMC-nominated cricket clubs to private individuals. The Association said representations and RTI proceedings pursued by Guruva Reddy have also sought scrutiny of alleged financial, taxation and administrative irregularities. Full Membership Pursuit Continues The TCA said its present proceedings before the Telangana High Court also have relevance to its broader efforts concerning cricket administration and representation in Telangana.

It further pointed to its separate proceedings before the Bombay High Court relating to its pursuit of BCCI Full Membership and issues concerning historical reconciliation meetings and compliance with earlier judicial directions on representation for Telangana. Guruva Reddy said the TCA would continue to pursue all such matters through appropriate legal and institutional channels.

“Our objective is not to fight individuals. Our objective is to ensure that cricket administration in Telangana functions within the framework of law, transparency and established governance norms. We will continue our efforts regardless of the resistance we face. Truth ultimately has the strength to prevail,” he said. The TCA said it would await the judicial determination of the issues raised in its appeal and remain committed to pursuing its objectives through constitutional and lawful means
