Hyderabad: The Telangana Cricket Association (TCA) has strongly opposed the Hyderabad Cricket Association’s (HCA) recently announced district expansion programme, alleging that the exercise violates judicial directives, the BCCI Constitution and established governance norms.
In official press release issued here on Tuesday, TCA General Secretary Dharam Gurva Reddy alleged that the district committees announced by the HCA under the supervision of the Single Member Committee (SMC), headed by Justice (Retd.) P. Naveen Rao, were constituted without adhering to the Bombay High Court’s directions and the BCCI’s framework for cricket development in Telangana.
According to Gurva Reddy, the Bombay High Court, in its order dated January 27, 2026, in Writ Petition No. 3678 of 2023, had directed the HCA, functioning under the SMC, to hold a time-bound joint conciliation process with the TCA in line with the BCCI’s decision of July 11, 2021, regarding the development of cricket outside Hyderabad.
“Instead of complying with the Court’s directive and engaging in a transparent conciliation process, the HCA has proceeded to announce district committees unilaterally,” Gurva Reddy alleged, claiming that the move undermines both the judicial process and the spirit of the BCCI’s directives.
The TCA also questioned the eligibility of several members appointed to the newly constituted district committees. Gurva Reddy alleged that some appointees were in violation of the tenure restrictions prescribed under the Lodha Committee reforms and incorporated into the BCCI Constitution, while others allegedly faced conflict-of-interest issues or were associated with pending criminal proceedings.
The TCA General Secretary further referred to proceedings before the BCCI Ethics Officer and Ombudsman, stating that notices had been issued on June 29, 2026, concerning alleged governance lapses within the HCA, including issues relating to compliance with the BCCI Constitution and institutional memberships.
He also drew parallels between the present district expansion exercise and the controversial TG20 League, alleging that both initiatives were undertaken without following mandatory constitutional procedures. According to Gurva Reddy, the TG20 League continues to be the subject of complaints and investigations into alleged financial and administrative irregularities.
“The mandate of the Single Member Committee was to restore transparency and constitutional governance in the HCA. Instead, we are witnessing another unilateral exercise that raises serious questions over accountability,” Gurva Reddy said.
The TCA demanded the immediate suspension of the district development committees announced by the HCA until all legal and constitutional issues are resolved. It also urged the HCA to comply with the Bombay High Court’s directive by initiating the conciliation process with the TCA under the BCCI’s July 2021 framework.
Additionally, the association called for the expeditious completion of ongoing investigations into alleged financial irregularities, governance issues and matters relating to the TG20 League.
Reiterating the association’s commitment to safeguarding the interests of cricketers across Telangana, Gurva Reddy said the TCA would continue to pursue all available legal and constitutional remedies to ensure transparent, accountable and inclusive cricket administration in the State.
