It is not a cryptocurrency return. It is not the kind of eye-popping multiple promised by a high-risk venture fund. It is something far more consequential: the expansion of BharatNet’s optical-fibre footprint across rural India over the past decade.
And unlike a financial multiplier, this one can be physically measured—kilometre by kilometre, Gram Panchayat by Gram Panchayat.
In 2014, when the national rural broadband programme was getting off the ground, only about 358 kilometres of optical fibre had been laid under the initiative, with merely 59 Gram Panchayats made service-ready. For a country of India’s geographical scale, this was little more than the first thread of what needed to become a national digital fabric.
Fast-forward to today. The optical-fibre network under BharatNet has crossed 7.19 lakh kilometres, representing an expansion of roughly 2,008 times from that early footprint. More than 2.21 lakh Gram Panchayats have been connected or made service-ready through the programme.
That is not merely an infrastructure statistic. It is the physical foundation beneath much of India’s digital transformation under Narendra Modi’s leadership.
There is a tendency to describe India’s digital revolution through the spectacular things people can see: smartphones, UPI transactions, Aadhaar authentication, online government services, digital banking and increasingly affordable mobile data. But every digital revolution ultimately depends on something decidedly unglamorous—physical infrastructure.
Data does not travel on political speeches. It travels through fibre.
The significance of BharatNet lies precisely here. By extending high-capacity broadband infrastructure deep into rural India, the programme has sought to take the digital economy beyond metropolitan centres and connect Gram Panchayats to the national information highway.
That infrastructure creates the possibility for a whole ecosystem: broadband access, Wi-Fi hotspots, digital public services, telemedicine, online education, e-commerce, banking and financial inclusion. It also strengthens the environment in which India’s Digital Public Infrastructure can reach citizens far beyond the major cities.
The transformation is particularly significant because India did not merely need more internet users; it needed a digital backbone capable of supporting hundreds of millions of users and services.
The distinction matters.
A smartphone in the hands of a villager is useful. A smartphone backed by affordable connectivity, digital identity, instant payments, online government services and a functioning broadband network is transformative.

This is where BharatNet fits into the larger story of India’s technological rise.
The programme has also evolved considerably from its initial conception. What began primarily as an effort to connect Gram Panchayats through optical fibre has increasingly moved towards creating a broader rural broadband ecosystem, including last-mile connectivity. The challenge now is not simply laying fibre; it is ensuring that the fibre actually translates into reliable, affordable and meaningful internet access for households, institutions and businesses.
That is the next frontier.
But before asking what remains to be done, it is worth acknowledging how far the physical network has travelled.
From 358 kilometres to more than 7.19 lakh kilometres.
From 59 service-ready Gram Panchayats to more than 2.21 lakh.
A roughly 2,008x expansion in a decade is not a cosmetic statistic. It represents the construction of an enormous technological backbone beneath rural Bharat.
So, for the eternal “Kya hi badla hai desh mein?” brigade, here is a rather inconvenient answer: look underground.
The transformation may not always be visible from the roadside. There may be no ribbon-cutting ceremony for every kilometre of fibre. But beneath the villages, highways and fields runs an increasingly extensive digital nervous system.
And that is precisely what modern nations are built upon—not merely spectacular apps at the top, but invisible infrastructure underneath.
India’s digital revolution did not happen by magic.
Someone had to lay the fibre.
