The devastating flash floods that have struck Nepal’s Rasuwa region, killing scores (160 and 750 missing at the time of writing this edit) of people and leaving hundreds missing, are a grim reminder of the extraordinary vulnerability of the Himalayan region. They are also a warning against a dangerous tendency that must be resisted: turning every natural disaster into a geopolitical accusation before the facts are firmly established.
Preliminary satellite analysis by Planet Labs has shown an ice-and-rock mass collapse near the Nepal-China border, about 20 km northeast of Rasuwagadhi, followed by a sudden debris-laden surge through the Lhende Khola and Bhote Koshi river system. Nepalese authorities are still investigating whether the event involved a glacial lake outburst, an avalanche, a natural river blockage or a combination of factors. A magnitude 4.4 earthquake was also recorded on the Tibetan side around the same time.
That distinction matters.
There is absolutely no justification at this stage for suggesting that the flood was deliberately engineered or that China used water as a weapon. Satellite imagery can reveal destruction and physical changes in the landscape; it cannot, by itself, establish human intent. To convert an unfolding Himalayan tragedy into a propaganda battle would be irresponsible—and would do a grave disservice to the victims.
At the same time, caution against speculation should not become an excuse for complacency.
The Himalayan region is one of the most geologically fragile and seismically active zones on earth. Landslides, earthquakes, avalanches, glacial lake outbursts and sudden river surges are inherent dangers. The latest Nepal disaster, which follows a similar flood in the region last year, demonstrates how quickly a seemingly remote event can become a cross-border catastrophe.
This is precisely why China’s rapidly expanding infrastructure footprint in the Himalayas deserves transparent scrutiny.
Beijing has begun construction of what it describes as the world’s largest hydropower project on the Yarlung Zangbo, which becomes the Brahmaputra after entering Bharat. The massive project, estimated at around $170 billion, is planned as a cascade of five hydropower stations and is expected to generate about 300 billion kWh annually. India and Bangladesh have legitimate concerns because both lie downstream.
The concern is not that a dam automatically means disaster. Nor is every flood downstream evidence of Chinese manipulation. The real issue is risk in an extraordinarily sensitive geological environment combined with inadequate transparency and limited institutionalised sharing of information.

If a massive infrastructure system is built in a seismic Himalayan corridor, the world has every right to demand credible environmental and seismic assessments, emergency-warning mechanisms, dam-safety protocols and real-time hydrological information. A major earthquake, landslide or structural failure in such terrain could have consequences extending far beyond China’s borders, potentially affecting Arunachal Pradesh, Assam and eventually Bangladesh.
The Brahmaputra is not a Chinese river, Indian river or Bangladeshi river alone. It is a transboundary lifeline. Its waters ultimately bind together Tibet, Bharat and Bangladesh. That geographical reality should compel cooperation rather than confrontation.
Bharat, therefore, must adopt a two-pronged approach: remain vigilant without becoming hysterical.
New Delhi should strengthen its own hydrological monitoring, satellite surveillance, early-warning systems and disaster-response capabilities along the Brahmaputra and its tributaries. Strategic projects such as the proposed Upper Siang reservoir should be evaluated not merely from the perspective of power generation, but also for their potential role in water management, flood moderation and national resilience.
At the diplomatic level, Bharat must continue pressing Beijing for greater transparency and dependable hydrological data-sharing. India has already conveyed its concerns that downstream interests must not be harmed by activities upstream.
But there is an equally important message for public discourse: do not weaponise nature.
A glacier does not recognise a border. An earthquake does not carry a passport. A landslide does not distinguish between a Chinese, Nepali, Indian or Bangladeshi village. Climate change and Himalayan instability are already creating enough danger without humans manufacturing additional hostility through unsubstantiated claims.
China’s infrastructure ambitions must certainly be questioned where genuine safety, ecological and downstream risks exist. Bharat must be prepared for every eventuality. Bangladesh too has every reason to demand safeguards.
But facts must lead the argument—not fear.
The Himalayas are already powerful enough to unleash nature’s fury. There is no wisdom in turning that fury into a weapon of political propaganda between neighbours.
