HCA governance issues come before the Chief Justice’s Bench

Hyderabad: The ongoing proceedings before the Chief Justice’s Bench of the Telangana High Court may prove significant in the continuing governance-related issues surrounding the Hyderabad Cricket Association (HCA).

The Bench on Thursday heard three of the four petitions filed by certain affiliated club representatives and a serving HCA office-bearer. The proceedings arise from two Writ Appeals — W.A. No. 604 of 2026, filed by nine affiliated member clubs, and a separate appeal filed by Zinda Tilismath Cricket Club — both challenging the order dated 24.04.2026 passed by a Single Judge in W.P. No. 21904 of 2025. A separate petition filed by Sagar Club was taken up independently and is expected to be heard separately.

During the course of the hearing, the Bench reportedly queried why the appellant clubs had not sought impleadment in the original writ proceedings. The Bench directed all respondents to file counter-affidavits within two weeks. The Bench did not pass any interim order staying the functioning of the Single Member Committee.

The litigation comes against the backdrop of long-standing disputes relating to the administration of HCA. Over the past decade, the association has witnessed multiple rounds of legal proceedings, court-appointed oversight mechanisms, and efforts aimed at implementing governance reforms in line with directions issued by the Supreme Court in matters concerning cricket administration in India.

Several stakeholders have raised concerns over issues relating to transparency, accountability and the implementation of constitutional reforms within the association. These matters have been the subject of continuing debate and legal scrutiny.

Separately, issues relating to the functioning of the association have, from time to time, been examined by investigative and regulatory authorities. The present proceedings have also brought into focus questions concerning the continuation of the Single Member Committee (SMC), its role and tenure, and the functioning of elected bodies within the association.

The proceedings come at a time when the TG20, the first franchise T20 cricket league in Telangana, is currently underway under the auspices of the HCA.

Given the broader institutional issues involved, the Chief Justice’s Bench has reportedly directed that connected matters and relevant records be placed before it for consideration.

The matter will now be taken up after the filing of counter-affidavits. The forthcoming hearings are likely to involve consideration of several legal and administrative issues concerning the governance framework of the HCA.

The proceedings are being closely followed by stakeholders in Telangana cricket, given their potential bearing on the ongoing administration and governance of the association.
