TCA fires formal e-mail to BCCI, seeks immediate takeover of HCA amid explosive fraud allegations

In a dramatic escalation of its prolonged battle against alleged irregularities in the functioning of the Hyderabad Cricket Association, the Telangana Cricket Association on Wednesday formally dashed off an official e-mail to the Board of Control for Cricket in India demanding immediate suspension and takeover of HCA administration.

The strongly worded representation, sent through an official e-mail by TCA General Secretary Guruva Reddy Dharam, urged the BCCI to “crack the whip” against the present HCA regime for allegedly throwing constitutional norms, governance procedures and financial discipline completely out of gear.

In its official press communication, TCA claimed that screenshots of the e-mail communication sent to the BCCI would also be released along with supporting material relating to the allegations.

Seeking intervention on the lines of the Board’s earlier action in the Jammu & Kashmir Cricket Association matter, TCA demanded immediate dissolution of the present HCA administration, suspension of all proposed TG20 League activities and appointment of an independent three-member committee to oversee Hyderabad cricket affairs.

Describing the situation inside HCA as “a complete collapse of governance and institutional integrity,” TCA accused the present power structure of continuing to function despite ongoing criminal investigations and judicial scrutiny.

The representation invokes multiple provisions of the BCCI Constitution, including Rules 3(b), 3(c), 23, 25, 26, 28, 30 and 31, while alleging that the current administration has “thrown every established constitutional norm to the wind.”

At the centre of the explosive complaint is the ongoing CID investigation in Crime No. 02/2025, under which arrests were reportedly made on July 9, 2025, including that of then HCA President A. Jagan Mohan Rao, in connection with allegations of financial fraud, criminal breach of trust, and misuse of cricket funds.

TCA further alleged that despite the directions of the Telangana High Court in W.P. No. 21904 of 2023 — which mandated HCA to function under the supervision of retired Justice P. Naveen Rao — the same entrenched power groups continue to operate through what it termed as “reshuffled faces, manipulated appointments and illegal committees.”

According to the TCA representation, the present Apex Council and the so-called Governing Council have “no valid democratic mandate” under the Supreme Court-approved BCCI Constitution and therefore stand “illegal and void ab initio.”

The association also levelled serious allegations regarding the March 2026 HCA elections, terming them a “pre-arranged unanimous exercise” engineered to install preferred candidates into key administrative positions.

One of the most sensational claims in the representation pertains to the alleged “Oxford Blues Cricket Club duplication fraud.” TCA alleged that two separate societies carrying identical names but different registrations and office-bearers were used to manipulate voting rights and unlawfully capture administrative control within HCA.

Demanding a full forensic audit, TCA urged the BCCI to seize and verify all HCA membership and election-related records from 2018 to 2026, alleging prima facie offences involving forgery, impersonation, conspiracy and fraudulent voter manipulation.

However, the proposed TG20 League appears to have triggered the strongest reaction from TCA.

The association alleged that the proposed league structure was designed to commercially exploit Telangana cricket by auctioning franchise rights allegedly worth between ₹120 crore and ₹150 crore over a three-year cycle.

TCA argued that HCA “has no genuine cricketing administrative structure outside Hyderabad,” while district-level cricket infrastructure and player development activities across Telangana have largely been built through TCA initiatives over the last decade.

The representation accused HCA of attempting to “illegally monetize Telangana cricket sentiment” while bypassing genuine district stakeholders and creating irreversible commercial commitments before pending legal disputes are adjudicated.

Calling the crisis “a recurring institutional failure repeated for nearly two decades,” TCA demanded immediate freezing of all TG20-related commercial activities, franchise creation, bank accounts, and financial transactions linked to the proposed league.

It also urged the BCCI to initiate disciplinary proceedings under Rule 31 of its Constitution and widen the scope of the CID probe into alleged election manipulation, financial conspiracy, and misuse of cricket funds reportedly exceeding ₹100 crore.

With Hyderabad cricket once again engulfed in controversy, the latest confrontation threatens to open yet another volatile chapter in the already turbulent administration of the game in Telangana.

The ball is now firmly in the BCCI’s court.
