Hyderabad: The Telangana human rights panel has directed the state Home department to submit a detailed report on the alleged custodial death of a Dalit youth in Suryapet district.
The Telangana Human Rights Commission (TGHRC) took serious cognisance of allegations of illegal detention, custodial torture, and the custodial death of the youth, as alleged by his mother and passed an order in this connection on Monday.
The TGHRC noted that it was alleged the deceased was unlawfully detained by Chilkur and Kodad Rural Police, subjected to third-degree methods, falsely implicated, and denied access to family. Later, the man allegedly succumbed to severe injuries on November 16 after being shifted from the sub-jail to the government hospital, an official release said.
It stated that Lalitha was not allowed to meet her son despite repeated requests. Rajesh was found with injuries and allegedly given a Hycort injection before being produced before a magistrate and remanded to judicial custody.
In her complaint, Lalitha said she received a call from Huzurnagar sub-jail on November 10 stating that her son was unwell. When she visited the jail, she found him in a serious condition. He was shifted to the Suryapet district hospital on November 14 and later to Gandhi Hospital, Secunderabad, where he died on November 16.
The complaint named the sub-inspector of Chilkur police station, the circle inspector of Kodad rural police station and constables from both stations, alleging custodial torture. It sought registration of an SC/ST (Prevention of Atrocities) case, a re-postmortem, preservation of evidence, retrieval of call data, and examination of CCTV footage.
Taking cognisance of the allegations, the TGHRC initiated an inquiry on November 27 and sought a report from the Suryapet SP by January 8, 2026. A detailed report has been sought from the government by January 12, 2026. Kodad rural circle inspector Pratap Lingam was suspended on December 19, while Chilkur sub-inspector Suresh Reddy was attached to the SP office for alleged negligence in providing timely medical care.
