An Open Letter to Hon’ble Justice Naveen Rao

Your Lordship,

I write this letter with deep concern over the recent press release purportedly issued by an unauthorized and truncated Apex Council of the Hyderabad Cricket Association (HCA), announcing the appointment of a Returning Officer to conduct elections for the posts of Secretary and Treasurer.

It is pertinent to state that the last General Body Meeting, held on 29-06-2025, has not been followed by circulation of its minutes or resolutions to the members, nor have they been uploaded on the official HCA website. In the absence of such transparency, it is impossible to ascertain whether any lawful resolution was passed authorizing elections to these posts.

Further, under the pretext that the said meeting was “adjourned,” three Apex Council members — Sri Daljeet Singh, Sri T. Basava Raju, and Sri Sunil Kumar Agarwal — have allegedly convened what they term an adjourned General Body Meeting. This meeting, we are informed, was conducted without the participation of 57 General Body members. Such exclusion strikes at the very root of democratic functioning and raises serious questions about procedural propriety and intent.

There exists no valid resolution of the General Body authorizing the conduct of elections to the two posts in question. In this backdrop, we strongly record our objection to any attempt to proceed with elections without the explicit approval and direction of Your Lordship, who has been entrusted with oversight responsibilities.

It is also being widely circulated by certain Apex Council members that all such decisions are being taken with Your Lordship’s knowledge and concurrence. In the interest of institutional integrity and transparency, it would be appropriate that all stakeholders of the Association are formally informed whether such claims are accurate.

Your Lordship is well aware that the governance of cricket associations is guided by the binding directions of the Hon’ble Supreme Court in Civil Appeal No. 4235/2014. Any deviation from due process, any exclusion of legitimate members, and any unilateral action by a faction of the Apex Council would be in violation not only of democratic norms but also of the spirit and letter of the Supreme Court’s directives.

In light of the above, we respectfully request Your Lordship to:

  1. Clarify whether approval has been granted for the appointment of a Returning Officer and the conduct of elections.
  2. Ensure that no elections are conducted without a duly passed and communicated General Body resolution.
  3. Take appropriate corrective measures to prevent further erosion of governance standards within the HCA.

We remain committed to upholding transparency, accountability, and democratic functioning within the Association, strictly in accordance with the orders of the Hon’ble Supreme Court.

We trust that under Your Lordship’s stewardship as Administrator, the rule of law and institutional discipline will prevail.
