Action Against TGSP Personnel: A Balanced Approach Needed

The Telangana government’s recent decision to suspend 39 Telangana State Special Police (TGSP) personnel and dismiss 10 others has sparked intense discussion. This action, aimed at reinforcing discipline within the force, also brings longstanding grievances to the forefront—issues that demand a thorough understanding and decisive action.

Forty-two years ago, as SP of Kurnool with additional charge of the 2nd Battalion Andhra Pradesh Special Police (APSP), I observed a similar issue. Today, however, it seems to have worsened, underscoring the need for a balanced and proactive approach to uphold both the integrity and morale of the TGSP.

The recent upheaval appears rooted in grievances that have simmered within the ranks for decades, largely due to a lack of engagement and leadership within the Telangana Special Armed Police (TSAP). These concerns, despite being raised repeatedly, remain unresolved, leading to growing discontent.

Reviewing my earlier report to the government may provide historical insights into these issues and potential solutions. This resurgence of dissatisfaction may also indicate the reappearance of extremist ideologies within the battalion ranks. In the past, influences from factions like CPI (ML) and Naxalites affected battalion cadres. Should these influences resurface, the situation will assume an even more troubling dimension, requiring immediate, strategic intervention.

The decision by TGSP personnel to publicly express their grievances is, in itself, noteworthy, given the highly disciplined and hierarchical nature of their organization. Typically, a grievance of this nature would be kept within internal channels. Their public expression suggests either an underestimation of the impact of such actions or a desperation born from feeling ignored by senior leadership.

Social media has undoubtedly amplified these voices, pushing grievances into the public sphere with unprecedented speed. While the expansion of media platforms has enabled people to express discontent openly, it has also blurred the line between legitimate grievances and actions that can undermine the discipline and stability of the organization. When grievances surface in public this way, they become harder to address effectively, as the added scrutiny and public perception pressures can complicate responses from both the force and government.

To better contextualize the current dynamics, it is essential to consider the TGSP’s unique role. Established initially in 1947 as the Andhra Pradesh Special Police (APSP), this force was designed as a specialized unit trained to manage subversive threats and violent uprisings. Its role is to stand as a robust line of defense against organized crime, insurgent activities, and public order threats. Over time, the TGSP has adapted to new challenges, from anti-smuggling efforts and disaster relief to the protection of vulnerable locations throughout the state. Starting with just two battalions specializing in jungle warfare, the TGSP’s scope and expertise have evolved, particularly in combatting left-wing extremism in remote and forested areas. Even with the establishment of the elite Greyhounds unit, which is solely focused on countering extremist violence, the TGSP has continued to be a valuable source of experienced personnel for high-risk situations. The history and purpose of the TGSP make it clear that maintaining the discipline, morale, and unity of this force is of paramount importance.

While the grievances of some TGSP personnel may be genuine, their choice to hold protests, both within the premises of battalion grounds and on the streets of Hyderabad, is troubling. The involvement of family members in these demonstrations underscores the depth of dissatisfaction, as well as its widespread nature. Calls for uniform policies and improved working conditions reflect longstanding concerns that, while valid, have often been sidelined in the name of discipline. From an administrative standpoint, the government’s decision to suspend 39 personnel and dismiss 10 appears justified, as insubordination within a police force—especially one as specialized as TGSP—poses a serious threat to the operational cohesion of the force.

However, we must ask why these grievances reached the stage of public protests. According to reports, the police department has since launched an investigation into the underlying issues and committed to addressing legitimate grievances while maintaining order. This investigative approach and commitment to resolving internal concerns are essential to re-establishing trust within the force. However, a more proactive approach could have mitigated the need for such drastic measures. Battalion leaders should have played a more prominent role in channeling the grievances through formal avenues, perhaps even escalating them to the Director-General of Police or other senior officials to facilitate timely interventions. Taking grievances to the streets should have been an absolute last resort, particularly given the reputation and tradition of discipline associated with the TGSP. This public display has not only exposed internal tensions but also risks inviting unwarranted influence or exploitation by external actors seeking to destabilize the organization.

Looking ahead, the government must strike a balance between maintaining discipline and demonstrating empathy toward personnel concerns. Police work is challenging, often thankless, and demanding, with significant impacts on physical and mental health. When legitimate grievances go unaddressed, morale can erode, ultimately affecting the efficiency and reliability of the force. Additionally, the government must consider the role of social media and how it changes the dynamics of internal discontent. Public expressions of dissatisfaction are now inevitable in the digital age, but their impact can be minimized if personnel feel confident that their grievances will be addressed through internal channels.

In this case, an empathetic, prompt response from the government would demonstrate that it values the dedication of its personnel while upholding necessary standards of discipline. A more structured and consistent engagement between battalion leaders and higher authorities, along with the establishment of transparent, accessible grievance mechanisms, could prevent future escalations. Moreover, addressing fundamental issues, such as working conditions and uniform policies, can go a long way in improving morale and building a sense of shared purpose within the force. It may also be prudent to reassess and reinforce leadership training within battalions to ensure leaders are equipped to manage personnel concerns effectively.

Ultimately, the TGSP plays an indispensable role in ensuring the security and stability of Telangana. By addressing grievances thoughtfully and taking a balanced, forward-looking approach, the government can maintain the integrity of the force while acknowledging the genuine issues impacting the morale and efficiency of its personnel. The aim should be to create an environment where TGSP personnel feel both accountable and valued, knowing that their legitimate concerns will be heard and resolved.
