New Delhi: The University Grant Commision (UGC) has launched the Annual Capacity Building Plan (ACBP) for the skill enhancement of its employees. It is the first autonomous organisation to have initiated planning for the capacity building of its employees in collaboration with the Capacity Building Commission (CBC).
The ACBP is a comprehensive plan outlining interventions essential for enhancing individual officials’ competencies and the overall capacity of UGC. It is derived from a Capacity Need Assessment exercise that was done with UGC officials and staff over 6 months starting from March, 2023.
Tailored exclusively for the UGC employees, UGC Chairman, Mamidala Jagadesh Kumar launched the plan in the presence of Dr R Balasubramaniam, Member, HR of Capacity Building Commission of India.
The Union Government launched Mission Karmayogi, also referred to as the National Programme for Civil Services Capacity Building (NPCSCB) in September 2020. The programme aims to create a professional, competent, well-trained, and future-ready civil service through extensive capacity building, and is based on the philosophy of creating an ecosystem of “competency-driven training and human resource management” by transitioning from a ‘rules-based’ system to a ‘roles-based’ system”.
Under this programme, CBCs has been set up to ensure effective training and development of civil servants to enhance their skills and capabilities and is currently working extensively on developing ACBPs for the Ministries / Departments / Organizations (MDOs) that includes the Department of Administrative Reforms and Public Grievances (DARPG).
The ACBP envisages the systematic development of Domain Competencies (related to knowledge and expertise related to the sector, division, and the respective focus areas), behavioural competencies (related to behaviour and soft skills), and Functional competencies (related to functional aspects of the division) among civil servants.
