Despite the existence of five key bodies designed to ensure fairness and hold wrongdoers accountable, a major scandal has unfolded under their watch. The Central Bureau of Investigation (CBI) filed an FIR against nine officials at NIPER Mohali, yet failed to uncover any flaws in the appointments. Meanwhile, the Comptroller and Auditor General of India, tasked with auditing the institute, overlooked serious discrepancies, offering no objections regarding the appointments.
The Central Vigilance Commission (CVC) similarly failed to intervene, while the courts did not classify the appointment of Deputy Registrar (F&A) as a public office matter, leaving it unchallenged. Adding to the complexity, the Central Information Commission (CIC) and RTI rules restrict the sharing of information, and the very individuals under scrutiny for their appointments are the ones overseeing this process.
Emails obtained by our team expose a deeper, more troubling nexus, with details provided by the registrar office to Mr. Jitendra Trivedi further shedding light on the matter.

Besides anomalies reported in Part III, other serious cases are –
The appointment did on an ad hoc basis without an Interview or appointment without the approval of the Board of Governors: –
- Dr. Joydev K. Laha – The appointment letter was issued without the approval of BoG, appointment letter 06.09.2010, and the Board approval was taken on 2.08.2011. This was highly irregular contempt of Statute
Lacking Experience: –
- Dr. Sushma Singh – Had experience of only 1 year against 3 years’ requirement in advertisement.
- Deepak Joshi – He had the experience of only 1 year and 4 months as against requisite 5 years of experience
- Dr. Saranjit Singh – Against the requirement of 8 years of experience, he had 7 years and 4 months
- Mr. G. Murugesan – Required experience was 10 years but he possessed 8 years of experience
- Mr. Kishore T. Dhotare – B.Sc. was required but he possessed B. Pharm.
- Dr. K. Srinivasan – The requirement was 6 years of experience but he had 5.5 years of experience
- Mr. Vishnu Kumar Sharma – Against the requirement of two years of experience, he possessed only 4.5 months of experience
- Dr. Archana Sahu – Experience not supported by documents
Not possessing qualification at the time of Selection
- Mr. M. Jose – His age was relaxed and the relaxation of age of 6 years was not proper. The essential Qualification requirement was – Degree with 55% while he possessed only 44% marks.
- Mr. Kuldeep Singh Chauhan – Required 55% in graduation but had 45%
- Mr. Baldev Raj Bains – Essential Qualification was Graduation. Only possess a Diploma/Certificate in Computer Application
Candidates exceeded the number of posts advertised: –
- Mrs. Yogita – There were only two posts that were advertised. She was fourth in the panel but still the offer of an appointment was issued to her.
Other Issues: –
- Dr. Asit Kumar Chakraborti – The appointment Offer was made much earlier however he joined the post on 19.04.2001
At least ten research papers of one professor – Dr. U. C. Banerjee – were retracted and he faced Plagiarism Charges too. His Tata Innovation Award was taken back. Despite this, he was regularized and no action was taken against him.
